Job Summary The Specialist Drug and Alcohol, Assistant Designated Employer Representative (A-DER) is responsible for supporting the Designated Employer Representative (DER) in overseeing compliance activities related to the Department of Transportation (DOT), Federal Motor Carrier Safety Administration (FMCSA), and the Federal Railroad Administration (FRA).
The incumbent handles the administration of the Company's Drug and Alcohol (D&A) program, ensuring compliance with company and customer policies as well as federal regulations.
The role provides internal support to all levels within the company and external support to third-party vendors and customers, while handling a wide variety of specialized tasks and maintaining a commitment to customer service.
Main Responsibilities Support the Oversight of the Drugs and Alcohol Program Lead the governance of the D&A training across the network Handle external vendors as well as monitor and evaluate their performance and compliance by tracking Key Performance Indicators (KPIs) Assist with pre-employment, post-accident, and reasonable suspicion testing issues Coordinate the random program in partnership with third-party vendor based on organizational compliance including DOT and non-DOT compliance Review and prepare reports and audits, including quarterly and annual statistics Handle the Fit-for-Duty, return to work and follow-up testing requirements Assist in coordinating post-accident and reasonable suspicion testing during business hours and after hours Review and audit drug and alcohol records and drug pools to ensure compliance Ensure timely payment of vendor invoices Produce projections for budgeting and strategic decision-making Oversee Substance Abuse Professional (SAP) and Drug and Alcohol Counselor (DAC) certifications and letters Submit yearly DOT D&A Testing Management Information System (MIS) Data to both the FRA and FMCSA Participate and prepare documentation for FRA and FMCSA audits Submit annual queries to the FMCSA Clearinghouse Maintain a list of eRailSafe D&A Collectors who perform collections on company property Compliance Ensure compliance with the company's D&A program Monitor and assess the impact of legislative changes at the federal and state level Provide updates and recommendations on best practices and company policy and process revisions Evaluate processes, systems, and vendors regularly and make recommendations for improvements to ensuring operations are efficient Prevention Handle communication campaigns and promote prevention programs (e.

, drugs and alcohol, medication at work) Meet with new hires to discuss D&A Policy to ensure compliance Collaborate cross-functionally with Occupation Health Services, Wellness, and Benefits on the development of prevention programs Working Conditions The role has standard working conditions in an office environment with a regular workweek from Monday to Friday.
The role requires being on-call to respond to critical incidences.
Due to the nature of the role, the incumbent must be able to meet tight deadlines, handle pressure, and stress.
The role requires minimal travel (5%) within the United States (U.
S.
) and Canada.
